Those photos can be voted during May, then they will get the “vote” button. By the way, the winners of photos uploaded in March, that are being voted in April, will be known on May 15th. Their support basically said they couldn't do anything and that it must just be "my area". Considering I tried using it in four cities and on separate sides of the globe I think its the device.
