There is a slight chance I may be mistaken but I think this may be the old right of way from the Pennsylvania Railroad. Follow this north and you pass under I-75 and then into the mall, which was once a railroad yard. On my last trip in the area, the dock for the railroad ferries was still in place just east of the mall. Awesome photo!

my parents grew up in the Cheboygan, MI area and I watch these tracks disappear from Mackinaw City southward all my life. If you travel US31 south from Pellston expect to find two passenger cars used as a cabin on the former roadbed of this line.
