This bell exhibition has existed at least since the 70's at this place (that is as far as I can remember). I think it's just a way to market the place to the passers by and make them stop and buy something from the cafe. This is one of the main highways in Finland. Even the road is named after this place, Vaskikellontie (you can see the name in the mini map). Those bells are called 'vaskikello' in Finnish.
