The Tower of Refuge was originally built for shipwrecked sailors to survive in until the storm died down and help could be got out to them. It also served as a warning of the rocks in the middle of the bay.

Yes it was built as a refuge but there is no real evidence to support it as ever being used in earnest.
As a child I regularly used to swim out with my mother and never found the water warm!
Growing up on The IOM has left me with a love of the sea, as well as islands in general. Try looking at my pictures of Crete. A somewhat larger island than Ellan Vannen!
