It is usual to paint houses in pastel colours in Northern Ireland with highlights a different colour. Next to the sea these fade quickly so they start out bright. The style is correct; this one just 'pushed the boat out' a little further.
Algae growth on the roof shows how clean the air is; pollution would kill it. But it adds to the colour scheme.
