This is not true. It was when the ferry terminal sank in a storm but this has all been cleared now. The waterfront is in the process of being developed with a new ferry and cruise liner terminal.

This happened quite a few years ago shortly after the old Pierhead landing stage( which used to ripple with the waves, and survived all that nature threw at it) had been replaced by a new "modern" structure. Someone forgot to close the covers over the floating chambers and down it all went in a storm. Needless to say, some Scouse wag did comment "How do you expect Irish cement to float"
