Tug in question should be "RMAS Nimble" not RFA. Ships with the prefix RFA are Royal Fleet Auxilaries, the support arm of the Royal Navy. These ships, though painted grey and often with guns are manned by civilian personnel from the British Merchant Navy.
RMAS(Royal Maritime Auxiliary Service)formally PAS, (Port Auxiliary Service)are operated by Serco Denholm. These vessels are often painted black and buff and are generally restricted to coastal waters and harbour areas.
