Packer (#304), and Mayor Welling G. Sickle. Two-time Mayor and rubber baron Frank Magowan built “Magowan’s Folly (#308), an extraordinary mansion on North Clinton Avenue, but years later, in financial ruin, he was forced to sell all of his properties and watch his mansion dismembered.
