This cloud is absolutely not strange. It is a natural formation of clouds as they are created on top of the cliffs. I'd bet the wind was coming from the sea ! I encountered the same in Irland. The wind coming from the sea is full of humidity because of sea evaporation. But when it arrives on the cliffs, it has no whoice but climbing up. Doing so, it cools down ... and drops create ! It's a cloud. It will travel inland, and there is no way people over there have some sun on this day.... as it will continuously create as long as there is wind !
