It's not for spotting illegal immigrants. LOL... It carries radar equipment for extending the radar view for seeing air planes.

I suppose you might be right about it not being there for spotting illegals. I read an article -- somewhere, sometime, I don't know the source -- that suggested this, and it seemed plausible. I'm not sure what you mean about seeing planes, however. Do you mean that it's used in place of a ground station? Or do you mean that it's used for surveillance?

In any case, I changed the title to something less stupid, i.e., the name of the platform: Tethered Aerostat Radar System (TARS).
