It is possible that this photo is months old, as now thanks God and Mr Berlusconi there is no rubbish left unlifted around Naples, shouldn't Mr C. Francesco Piantedosi remove the picture? He got his audience thanks the rubbish, after all and now maybe he could get a different image of hour beautiful land.
