This is the "Cite administrative", one of Brussels' more spectacular disasters of urban planning (tho' by no means the worst), opened in 1983, abandoned by 2000, but the building in the background has been revamped, apparntly with private money. All the other buildings are falling to pieces, broken windows, graffiti and general third-world desolation, a monument to buraucratic dissipation of taxpayers' money.
