Actually, this is Palosaari Harbour, but indeed in Vaasa. At one time it was Vaasa's main harbour, but it has been superceded twice due to land rise and, of course, ships getting larger. Check out: http://www.vaasapages.com/ which is a picture gallery of Vaasa I have been building for years.
