A clock drive, moving the camera to keep up with the stars? No - if you view it in full size you can see the streaks of the stars. The exposure was only a minute.

...very strange, up to now I am still unable to understand the criteria for GE acceptance.

It is strange. I suspect that this picture was too dark for them to make out any detail on their screens, so they decided it would not be useful in Google Earth. However I don't complain, because I know I have photos that are accepted and shouldn't be.
