I know this place. When we were there in 2004-2005. We could this tall building from our Hotel room at the Holiday Inn. Thanks. I think it was in 2004 and when I arrived there 1000's of Police everywhere!!! Every 500 meters there was a Patrol Car etc. There was some important conferance going. Found at later, there were many 1000's of Police there in Warsaw. Greetings from, Albany. Western Australia.
