Looks way overdue for a clean up. There can't be that much soot in Edinburgh's atmosphere these days. Looks like the Albert Memorial in London used to before it got cleaned & restored in the '90s. 1 degree counterclockwise rotation wouldnt hurt either (the photo, that is, not the monument)
