Once a privately owned and maintained communal park, enclosed by railings with a park keeper's lodge, occupying the centre of Plymouth's only residential square, the area was compulsorily taken into public ownership after the Second War and has seen a slow decline in council maintenance. Having been a very popular area for picnics, ball games, romantic trysts,solitary smokers, habitual drinkers and a host of dog walkers, all have now been prohibited under recent bylaws.
