They're brand new. They knocked down the old projects here to put up new higher density projects, flying in the face of the conventional wisdom about poverty and high density housing. I guess they must have research that shows the more poverty the better.
It's funny I was just talking about these with someone today. I saw the police mobile command center set up there with police tape closing off someone's "yard."

I lived in Portland briefly a few years ago. Everything there seems to be really nice. It's the only city that really reminds me of home. It's like a much cleaner and more beautiful version of KC.
