As is customery with all TAXPAYER FUNDED PROJECTS around here, the first step is to BULLDOZE and eliminate everything in SIGHT. All trees, all vegetation, etc... reducing EVERYTHING to MUD and DUST. Don't ask me why... that's just how they do things.
They were so hasty to bulldoze a house, they forgot to turn the power off, before attacking it with the dozer. When the sparks started flying, Ohio Edison got the shut-off call.
