Greetings Matteo Thank you for asking about this photo. It is actually a very shallow area of a major river (St-Lawrence). There is a dam downriver which caused flooding upriver. The road is under the water. Entire towns were relocated when the dam was built. Some of the original homes are completely under water and it is a good area for scuba diving to see this. This group of people in the photo are campers from a very large campground that is spread over many islands.

The actual road that these campers are parked on is the Old Highway 2. The New Highway 2 is located north of the campground. If you look at the Old Highway you would find that it is 15 inches thick. A homeowner on one of the private islands has used it as a driveway.
