Well, I think it's a win-win situation for all sides. If you believe in some fortune by throwing coins in that fountain then do it and you're happy. And if some homeless fishing them out again to buy some food they are less dependent from social welfare and the fountain hasn't to be cleaned that much. So everyone is profiting. :)
