I just thinking, there can be at least two reasons, why they do this way in Krakow.
a) Poland is willing quickly adapt to West and commercializes as fast as possible.
b) they have not enough man power in Poland to repair all great architecture in time because workers went to Ireland! :D
This second reason is in serious and affects also roads repair across the country.
