Nice or nice - which is it to be? Toss a coin. Make that the English word nice as in pleasant or appealing, not Nice as in the French city.

What I was trying to suggest was that it appears as though the neon sign at the top of the main building is almost invisible during daylight. It seems though that this would be a lot of trouble for the owners of the sign to go to in order to make this so. I am therefore guessing that a reason why they would have done it this way is that whoever is in charge of town planning in this city would have told the company to do it that way so as not to detract from the look of the building during daylight.

I hope I have explained it a bit better.
