Definetly horizontal... 2 hints to this in the photo, under the track water is flowing and the electrical cord for the lighting is drooping down a bit. This was a crew of workers digging under the railroad track to install 230KV power lines. They had a big machine that would push the pipe horizontally then they would dig the rock and soil away and haul it off in the cart. You are looking at one of the biggest conduits ever. Big enough to power San Francisco, actually it does power San Francisco now that the project is complete.
