This looks like a fish ladder, a mechanism that allows fish (best known is salmon, but there are many others) that swim upstream to spawn. The fish can not get past the dam without this mechanism. It gives them a series of small jumps rather than presenting them with a single 50 foot jump (or an unpleasant tangle with a turbine).
