Water intake for the Allen Park treatment plant a part of the Detroit Water System. To avoid interference with the shipping lanes the intake is actually on the Canadian side of the Border. It was built in 1963.

This was in the local paper Dec 24th 2008.

"It seems Detroit has been stealing Canadian water -- for more than 40 years. Ontario's Environment Ministry says the city's been siphoning as much as 120-billion litres a year since 1964 -- without a permit. The ministry says Detroit did not know about Ontario's requirement for a permit."
