And who really puts so much into this as to try to manipulate like this, I wonder?

I received an answer from Eduardo since I sent my e-mail to you. He is aware of the fact there is a bug in the location-pending function, they are working on it. It seems clear that some panoramio users use this bug to remove popular photographs from public map, I hope it will be fixed quickly.
In fact, most pictures appear again on the public when the suggestion is accepted or discarded. I had location disputes for 15 pictures or so (some of them for good reasons), and only 2 of them didn't come back on public map when I answered the location suggestion.
