Do you think these two guys wander over from their respective buildings in the middle of a shift and just chat or are they strictly business all of the time.
I find the more rural the border station, the more the Canadians and Americans talk. Clearly Willow Creek is very rural. In some places, they have even rigged up intercoms between them.
Were they locking the border in conjunction with 9/11? I notice that the flag is at half mast. (Excellent job all around BTW - I'm a long time fan of wbaron border photos!)
No, this is a pretty old picture, taken in June 1998. Back then, only the states of Montana and Washington had gates at the border. Now they all do.

Yup, 9 to 5. Most of the small crossings are 1 shift operations.
p.s. Any idea why the U.S. flag is flying at half-staff ?
My memory is not that good. Border stations will fly their flags at half mast if former presidents or members of congress die, or if an INS or Customs officer is killed in the line of duty. Also state governors can call for the lowering of flags.
