This is not a watchtower, it is the water tower of the bathhouse of barracks associated with the airfield. It was retained when the barrack ruins were cleared as owls were roosting in the tank chamber.

Thanks for the correction. I think owls may still be using it because there's one hunts nearby on a very regular basis.
