It's an antenna used for tracking commercial aircraft (dome-shape building). I believe the structure in the foreground was connected with the abandoned Air Force station just to the West of here.

Agreed... The dome is an FAA radar for tracking commercial aircraft. The building in the foreground was a US Air Force Sea Launched Ballistic Missile Tracking Radar called an AN/FSS-7 used in the 70's. I was stationed here 1972 to 1976.
