Nawitka, thanks for your visit. The building is really a large open gathering hall for city events. It is a part of the city hall complex but not the hall itself. All the fancy looking stuff are just for cosmetics. The city of San Jose bills itself as the "Capital of Silicon Valley". That's why a futuristic city hall was built. Best regards, David
