The trap door in the floor at the bottom was for the powder store. Powder could then be winched up to the gun decks as needed, hence the circular stairs.

No lift I'm afraid, although originally there was a pully system to lift ammunition up to the gun levels from the magazines, which are located below the trap door in the floor.
