polytropos, I would say you are right. This bird appears to be a young bald eagle. They do not get their white head until they are 4-5 years old. I see this picture was taken in Spain, where bald eagles do not normally live. It is wearing jesses (the falconer's leather restraints), and a professional falconer may keep many types of raptors. I don't know anything about native eagle species in Europe, except for the golden eagle, which has several subspecies in Europe.
