People used to be able to drive cars up to this lovely picnic point, until the Canal Authority took over. Before 1990, it was a weekend party with chain saw art, barbecues, wading and swimming in the river, a rope swing where you could drop into the river and lots of beer and good times. The Authority stopped emptying the trash cans and then characterized the people enjoying the place as "trashy" because, naturally it piled up. They stopped mowing the area. Soon enough they banned cars and even tried to ban swimming in the river.
