That is a very interesting question, and I think will require a process of elimination.
This is in a hawthorn hedgerow near the canal towpath and in summer would be well camouflaged. At first I thought it may be something like a long-tailed tit
But their nest is of moss and lichen but quite big for the size of the bird.
This nest has what seems to be rather large dried sedges in the outer layer, so we will have to eliminate more!
Of course it could be something else other than a bird, but I think it would be a bit high for our field mice.
I noticed this Golden Mouse nest in South Carolia!

Well, would you believe that the Starling seems to like this type of material and seems to choose many different places to nest.
