This yellow thing being towed by the boat is called a boom. It is used to contain oil or chemical spills that may occur from the near by Ultramar fuel storage facility. I am from Holyrood and am quite familiar with that site as the company regularly tests those booms as a precaution.

No, that is not correct. I am from Holyrood and I am more familiar with that site than the previous commenter.It is an oil boom belonging to the Newfoundlad Hydro Plant at Duff's. It is pulled out of a trailer at the Holyrood Marina, brought to Duff's, installed around the docked vessel, then brought back to the marina when the ship is finished discharging it's fuel.
