No it wasnt M.Gorbachev, because in foto we may see a men weared in military uniform, but Gorbachev never served in military force. It is brobably Andropov, which has been a General Secretary of the Communist Party of the Soviet Union since 12 November 1982 for 9 February 1984 and Chairman of the KGB from 1967 for 1982.
