The resolution of Google Earth is sufficent to see it is does not match this photo. You will have to trust me or Wikipedia that it is not Wellington.

It is the The Jubilee Statue (2002) which is at the highest point of Queen Anne's Ride. I will suggest the right location for it.

As on 19th June 2007, this picture (of The Jubilee Statue (2002)) is now located in the correct place, however the picture title needs to be corrected from "GRAN BRETAÑA Isabel II a caballo, Windsor" to "GRAN BRETAÑA, Queen Elizabeth II a caballo, Jubilee Statue (2002), Windsor" or suchlike (my Spanish is not good).
