Steve it sure is NOT WET this side of Oz. This is a 70 year old memorial garden on Mt. Dandenong about 45km from Melbourne - cooler and damper than the city and suburbs. We do have autumn scenes like this Cal, but generally in parks and streets and homes in older/inner areas. Trend for home gardens has been natives (which are evergreen) for many years now.
