For the non-Arabic-speaker I must add that my headline is ironic. The blue text sign below says that mobile telephony is forbidden while driving a car. But what a hell of a bad graphic designer!

Hi Zafer, thanks for your comment. Indeed, the sign says "Don't use your mobile when driving". The sign is placed close to ministry of interior and parliament among other signs such as "use seatbelts" and "give kids priority". In my opinion these signs should give some decoration to that prominent street.
This sign got removed a couple of months ago without replacement. Its position was next to the parliament and the ministry of interior. Therefore I assume that my ironic header has convinced someone with some influence to get rid of this sign.
(On other locations this sign is still there.)
