This one has two large floats, which raise and lower the rest of the sculpture with the tide.

I had to look up the rest. It is called "Brush with Illumination", by Seattle artist Buster Simpson. Moves with the tide and the wind, and is also lighted. It sends weather information to it's own website (I must check that out!).
