This is indeed the Ferry Building viewed from The Embarcadero.
When viewed from the Bay, you can see the words "Port of San Francisco" as it the Ferry Building is part of the Port. It was newly developed after the Embarcadero freeway collapsed in the '89 earth quake. It is very nice to get food at the Ferry Building and then walk to the water and enjoy lunch and a view of the Bay Bridge and the sound of sea gulls.
