I think the photographer has got confused. This photo was taken from the Baia de Cascais, on the beach in front of the Hotel Baia, looking towards the Avenida Dom Carlos I. You can see the old fort on the left side of the photo and the quay where the fishermen store, mend and prepare their nets.
