It looks a lot like the view I used to get from the 19th floor canteen in the Arndale tower but a little higher.

I wasn't aware that the City tower went up that high. I've worked in both the CIS (many years ago) and the Arndale towers and it didn't look to be of a greater height than the CIS. But you live and learn!
