Looks HDR to me, can you give some details on how you achieved the final image? i.e. what software you use, how many exposures and how you eliminated the ghosting of what looks like was a moving car?

Yes, it's what I call a pseudo HDR.. I took a single RAW file and made 3 images from it 1 under 1 over and the 1 original image. After doing alittle bit of photoshoping on each image I merged to HDR in Photomatix. I tonemapped/ fine tuned it. I saved it and then refined what I had in Photoshop (At the time I owned PS Elements 9.) and the did some additional treatment in Topaz Adjust.. It really helped the clarity making more of the image to pop out.. Lastly I used Noiseware professional to clean up the noise.. The single image used assisted on keeping the car frozen in time...
