Yes - they are penguins on an ice floe in Newburyport harbor!

Thanks Dianne, Cal, and Penny! LOL, in spite of the traffic jams of birdwatchers screeching to a halt to try to figure out just what those birds were, it's a piece of art work. There's an artist who lives across the street who places sculptures around, including these beautiful dories.

LOL, yeah, Norrel's answer makes a lot more sense to most outsiders than the only other answer I could find: What do you call Massachusetts residents? Why 'Bay Staters' of course!
