The Pigeon who thinks it's an Eagle, River Dour, Dover UK.

This photo was taken on the Town Hall side of the pathway which follows the River Dour from The Park Inn to Pencester Gardens.

The foot-bridge links the Bowling Green (to the right) to the Age Concern Riverside Centre gardens (to the left).

The wall on the right of the photo (on the other side of the river) is a perimeter wall of Dover Police Station.
