Actually, this is a shot in discovery bay, looking over INTO Rio Bueno. I know this beach spot VERY well. The person was standing on the white steps just in back of and below the Queen's Monument (which was recently moved there upon completion of the highway and a scenic over-look park put into place). THIS is the fabled landing spot of Christopher Columbus because the Rio Bueno estuary is to the left and is the only natural source of fresh water in this area!
