Yes. It's empty more than 30th years. Sometimes people call it "the buried robot" because the kind reminds a head of the huge robot which have bury in the earth on shoulders. Building has begun in 1970, but as in this part of a city a ground insufficiently strong for erection of such high building, there were problems with a building statics.

Then there was a falling of a communistic regime, perestroika (restructuring), financial problems, crises, defaults, disorders, disintegration of the USSR ... And as a result - this building has appeared to anybody unnecessary. I don't know to whom this building belongs now. I'll tell only one - on its place once there was the most beautiful Royal castle (Königschloß).
