The way most forums deal with this kind of stuff is three-fold:
1) The new user must go to their email box and respond to a link sent by the forum in order for their account to work. This forces them to have an email account for each forum account.
2) The user must enter the characters that are displyed (they are displayed in a bitmap that is very noisy or distorted, so that character recognition software can't easily do it).
3) The IP address of posters is actively logged, so that a problem IP address can be blocked (until they get a new IP address).
Personally, I'd raise the comment time limit to 1 minute (temporarily). If that doesn't slow them down, raise it to 5 minutes.

I forced myself to upload more photos so that I would know if I got more reviews before the backlog was cleared up.
